Joy graduated from the University of Michigan in 1978 and from the University of Arizona College of Law in 1984. From 1984 to 1999, she was in private practice with the law firm of Streich Lang. In October 1999, Joy joined the Arizona Center for Law in the Public Interest as the Senior Staff Attorney in the Tucson office. Joy's practice primarily involves litigating environmental, state trust land, and education issues. Joy is admitted to practice before the Supreme Court of Arizona, the United States District Court for the District of Arizona, the United States Court of Appeals for the Ninth Circuit, the United States Court of Appeals for the District of Columbia Circuit and the United States Supreme Court. Joy is also a member of the University of Arizona, James E. Rogers College of Law Adjunct Faculty where she teaches legal writing. Joy and her husband Dave have lived in Tucson since 1979, and have three daughters Starr, Brooke and Hope.
